Очистка PrimaryEntity не привела ни к каким результатам, на Child Pipeline выдает ошибку:
Unhandled Exception: System.Web.Services.Protocols.SoapException: Server was unable to process request.

P.S.
На Update других полей плагин работает, проблемы только со сменой подразделения.
